The central part of the building - the debating chamber which extends vertically through the whole building, and the press lobby on the third floor - are, in reality, new constructions in the heart of an old building.

The North and South wings are, to a large extent, original parts of the building. The general architectonic concept emphasizes the use of in the newly constructed areas of contemporary materials such as concrete, glass and steel; for the floors, light natural stone. In the older areas quiet colours are set the tone. Here the walls are clad in a beige-coloured sandstone and the floors are of a light Jura limestone.

In spite of its massive walls, the building makes a surprisingly delicate impression on visitors, not only because of the choice of light materials, but also because of the large, transparent areas of glass walling which allow daylight to penetrate deep into the building, and in particular the central dome, with its integrated mirror system.
