The Jakob Kaiser House serves mainly to accommodate about 60% of the representatives' offices, the political party staffs, and their meeting rooms. The offices of the parliamentary vice -president, and other rooms, which are available for the use, when required, of the Bundesrat and the government, the offices of various parliamentary services, the press center of the Bundestag, and the media services (TV center), two meeting rooms for investigation committees, and other infrastructure departments are also accommodated in the building. The official residence of the Reichstag president will also make rooms available to the German Parliamentary society and the Bundestag for big occasions.

Standard 18 square meter offices, which can be fitted-out in different ways, are planned for the Bundestag representatives and their parties. A characteristic of these offices is their flexibility, which permits a rational use of the building's floor space.
To emphasize the urban nature of the parliamentary quarter it is planned to include shops on the ground floor along Wilhelmstrasse. Shops, services and Ebertstrasse itself will, after motor traffic reduction measures have been put into effect, all be open to the public and offer all kinds of possibilities for relaxation or just passing the time.

Novel and progressive ecological concepts have been built into the Jakob Kaiser House, as they have in the other parliamentary and government buildings. Particular attention has been paid to a high level of thermal insulation to reduce the consumption of heating energy to a minimum. The use of energy-efficient lighting, daylight channeling systems for natural lighting, and efficient energy distribution systems all contribute to a low level of electrical consumption. Energy is supplied by the decentralized heating and power co-generation plants.
